CASE STUDIES

Boise has more than 200,000 residents and 90,000 housing units. Like most urban settings of this size, the housing inventory must respond to income, household size, accessibility and resident age. The City of Boise Housing and Community Development Division launched a housing needs analysis process, selecting RPI Consulting and Agnew::Beck to lead the effort. The primary goal was to describe current housing market conditions, identify gaps in housing availability and recommend strategies for addressing housing needs. The analysis included case studies of comparable cities and a thorough examination of supply and demand for special-needs population housing. The final report includes data and guidance for the ensuing HUD Five-Year Consolidated Plan.

At the request of the Tlingit-Haida Regional Housing Authority (THRHA) and the Tribally Designated Housing Entity, Agnew::Beck and RPI Consulting conducted a housing needs assessment for twelve Southeast Alaska Tribes. THRHA manages more than 600 housing units, constructs and renovates homes for low and moderate-income families and assists with resident employment.

The needs assessment is modeled strongly around demographic analyses of THRHA-represented communities, with an emphasis on two communities (Craig and Saxman). Research included a review of demographic data and regionally published reports, a resident survey to identify needs and priorities, and a series of interviews and workshops with THRHA leadership and community residents. The findings demonstrate housing need, offer solutions to meet the housing demand and provide a 10-year forecast of the demand for housing in a comprehensive report.

RPI Consulting was a major team member with lead consultant Jones Payne Group in a study to determine baseline information about current and future housing needs and supplies. Before the project began, the Navajo Housing Authority had already conducted a door-to-door housing survey covering the entire Navajo Nation. The consultant team then analyzed over three million points of data collected from the 31,000 surveys and other public domain data sources. The team undertook a demographic analysis using statistical research methods and data collection technologies to record the number of people and families, income, structural conditions and ownership. The assessment contains solutions for meeting the housing demand for 20 years.
