The county’s strategic plan called for a mechanism to ensure that future development pays its fair share of county road improvements and law enforcement facilities. Using information provided by the county, RPI Consulting analyzed the data and created a fair and legally durable impact fee schedule.

In response to increased oil and gas activity, the county hired RPI Consulting to generate a complete analysis of industry impacts on all major county capital facilities including roads, health and human services, law enforcement, public safety, jails, administration and general government offices. The resulting schedule levies the first-ever impact fee on oil and gas wells and facilities and has generated more than $10 million in revenue for capital projects.
